THE CENTRE FOR SURVEY TRAINING AND RESEARCH


For imparting training to the officials of Survey and Land Records Departments in using modern survey equipments, Centre for Survey Training and Research (CSTAR)was established in Anna University campus (in the Institute of Remote Sensing - IRS) under the erstwhile Centrally Sponsored Scheme 'Strengthening of Revenue Administration and Updating of Land Records (SRA &ULR) with a funding pattern of 50:50 by the Central and the State Governments.

A Memorandum of Understanding (MoU) has been signed between the Anna University and the Government of Tamil Nadu for this purpose, as per G.O.Ms.No.151, Revenue Department dated 29.03.2001. The validity of MoU is being renewed every 5 years and the latest renewal spans up to 25.04.2021.

Training was commenced on 01.06.2005 and so far, 3726 Govt. officials have been trained, in batches of 25-30 trainees per batch. Besides the regular training, the probationary IAS officers were also imparted training on modern survey equipments.

The functioning of CSTAR is governed by an Executive Council headed by Vice Chancellor, Anna University with the following Composition.

An amount of Rs.250.00 Lakh was sanctioned @ 50:50 by GoI and GoTN towards the establishment of CSTAR, out of which Rs.20.00 Lakh was incurred for creation of basic infrastructure of the Institute. The remaining amount viz Rs.230.00 Lakh was initially placed with ELCOT to facilitate purchase of modern survey instruments. Later on, as decided in the Executive Council, The balance amount was deposited in the Savings Bank Account was of CSTAR (jointly operated by the Director of CSTAR and the Additional Director (Computerization & Schemes)). Since then, all the expenditures were met from the account.
